			<content:encoded><![CDATA[<p>Suzanne Bump, Massachusetts State Auditor-Elect, today announced her intention to seek applicants from across the country to fill the role of Deputy Auditor for Audit Operations.   The Deputy will be a key part of the Auditor-Elect’s management team, overseeing and managing all aspects of the audit operations, with an emphasis on expanding the scope of performance audits to evaluate the success or failure of government operations.</p>
<p><span id="more-711"></span>Auditor-Elect Bump said, “I want to expand on the work of the State Auditor’s Audit Operations, strengthening its audit capabilities and making greater use of performance audits and other tools to help make state government better by increasing its effectiveness, efficiency, transparency, and accountability”.</p>
<p>Bump explained that she is looking for an outstanding CPA with government auditing and leadership experience, and is working with local and national associations of auditing professionals, including the National State Auditors Association to help in the recruitment of candidates for the position.</p>
<p>Bump continued, “It is vital that the State Auditor examines not just where and why tax dollars are being spent, but also how well our government agencies and programs are performing.  For the Deputy Auditor for Audit Operations, I am seeking a candidate committed to implementing the idea that enhanced performance auditing can help accomplish my goal that every tax dollar brought into State coffers goes where it is supposed to go and does what it is supposed to do”.</p>
<p>The Auditor-Elect also named Laura M. Marlin, former Commissioner of the Division of Occupational Safety, as First Deputy Auditor, and Gerald McDonough, General Counsel for the Massachusetts Executive Office of Labor and Workforce Development as Deputy Auditor for Legal and Policy.</p>
<p>Marlin brings to the office more than a decade of management experience in the public sector.  As Commissioner of the Division of Occupational Safety from May 2007 through May 2010, Marlin oversaw a state agency with seven offices across the Commonwealth, administering the Massachusetts workplace safety and health, asbestos, lead and wage-related programs. Prior to being appointed Commissioner, Marlin served as Deputy Chief of Staff to Attorney General Thomas Reilly and as an Assistant Attorney General prosecuting cases involving computer crimes, fraud, embezzlement and public corruption.</p>
<p>As General Counsel in the Executive Office of Labor and Workforce Development, Gerald McDonough helped to reorganize the state’s labor relations agencies, and has been helping the new Department of Transportation navigate through complicated labor issues.  McDonough has been a partner at the Boston law firm Holtz &amp; Reed, LLP, and he is the author of the annual supplement to Alexander J. Cella&#8217;s Administrative Law and Practice treatise, part of the Massachusetts Practice Series published by West Publishing, the most cited work of its kind on administrative law in Massachusetts.  Prior to joining Holtz &amp; Reed, Mr. McDonough was General Counsel and Deputy Treasurer to State Treasurer Shannon P. O&#8217;Brien.</p>
<p>“Both Laura Marlin and Gerald McDonough are accomplished professionals with a passion for public service that matches my own,” said the Auditor-Elect.  “They will be enormously helpful to me as I pursue my mission of making government work better.”</p>
<p>Suzanne Bump will be sworn into office on January 19<sup>th</sup>. Bump will be the twenty-second State Auditor in Massachusetts history.</p>

			<content:encoded><![CDATA[<p>State Auditor-Elect Suzanne Bump has said from the outset that the Office of the State Auditor, which has known one leadership team for 24 years, must be retooled in order to meet the challenges that face the Commonwealth today and in the years to come.  She has established a transition team to assist in evaluating the existing priorities, structure and staffing of the Office and to recommend changes that will enhance the performance of the Office, and enable it to be a catalyst to help make state government work better.  The transition team has 7 committees which will focus on: Government Performance; Health Care Costs; Municipal Government; Audit Operations; Transparency and Communications; Policy and Priorities; and Staffing and Professional Development.  The following individuals have joined the transition team to date.</p>

<p><strong>Committee on Staffing and Professional Development</strong></p>
<p>The Office of the State Auditor must be structured, managed and staffed in a way that enables it to conduct first-rate audits of the finances and performance of the agencies, authorities and programs of state government; to provide timely reports and recommendations; and to work with other entities to implement those recommendations.  In some key areas, the Office may need to have staff with specific knowledge and background in order to fully evaluate program performance.  State Auditor-Elect Suzanne Bump has established a committee of her transition team that will evaluate and make recommendations about staffing and professional development of the Office.  The committee will work closely with the other transition committees whose findings will inform the work of this committee.  Additionally, the committee will review the report of a Peer Review which will be completed as quickly as possible after State Auditor-Elect Bump takes office.</p>

<p>“The Office of the State Auditor, which has known one leadership team for twenty-four years, will be retooled in order to meet the challenges that face the Commonwealth today and in the years to come,” said Bump.  “I am grateful that such a diverse group of professionals with a wide variety of expertise has agreed to assist in this important transition.”</p>
<p>The team of academic leaders, government auditing professionals, business leaders, human resource professionals, elected officials and members of diverse communities across Massachusetts represents Bump’s fresh approach to the Auditor’s Office.</p>
<p>Recognizing that having a first rate audit team and a professional staff with a variety of skills will be critical to creating the kind of interdisciplinary approach that forms the basis of Bump’s vision for the Office, she has established a transition team with seven committees which will focus on: Audit Operations, Staffing and Professional Development, Government Performance; Health Care Costs; Municipal Government;  Transparency and Communications; and Policy and Priorities.</p>
<p>In keeping with her key campaign priorities, Bump established the committee on Government Performance to provide a strong foundation for her focus on making government work better.  The committee will be charged with evaluating the most effective ways to use the resources of the Office of the State Auditor, through performance audits and other tools, to drive real change in policies and programs throughout the state agencies and authorities.</p>
<p>Also, Bump has established the committee on health care costs.  The committee will evaluate the existing capacity and resources within the Office of the State Auditor to conduct comprehensive audits of state health care spending and the performance of the programs and agencies that administer them, and develop sound recommendations for changes that will reduce costs and provide greater value to taxpayers and consumers.</p>

<p>Thank you.</p>
<p>After an extremely long day and nearly a year of campaigning we have finally made it to victory.  We’ve shared some amazing achievements over the course of the year, but last night we won the prize.<span id="more-675"></span></p>
<p>I am incredibly proud to have been selected by the voters of Massachusetts to succeed Joe DeNucci as the next State Auditor!  And, I am incredibly proud to join Attorney General Martha Coakley to become Massachusetts’ second female constitutional office-holder!</p>
<p>Campaigning around the state this year has been both gratifying and humbling.  It has filled me with alternating sensations of heady possibilities and sobering responsibilities.  But every day has been worth it. Not just for me, but, I believe, for the Commonwealth as a whole.</p>
<p>Because this campaign has focused public attention on this incredibly important job, and it has helped set expectations high.</p>
<p>During this campaign I began a dialogue with the people of Massachusetts, and I look forward to continuing it, in order to enhance the public’s understanding of and input into the work of the State Auditor.</p>
<p>And I intend to work hard to get better results from our government and there by increase public confidence in it.</p>
<p>In my public life as a legislator and cabinet member, and in my personal life, I have been particularly motivated to act on behalf of those who are struggling –  those who have lost their jobs, their homes, their health, or their hope, those suffering from addiction, discrimination, or the lack of education or opportunity. I have been proud to stand with them and for them.</p>
<p>As State Auditor, I will continue to act on their behalf, to ensure that our society and our government acknowledges and strives to meet their needs.</p>
<p>At the same time, I will be focused on making sure that our policies and programs deliver value to the taxpayers, who rightly demand that government respect their contributions to the public good, and that it spend those contributions wisely and well.</p>
<p>We all have legitimate concerns about how our tax dollars are being spent, but I don’t believe we need to compromise our values in order to find solutions.</p>
<p>I am grateful to each one of you who believed in me and who gave me your vote, your ideas, your labor, and your treasure.  Thank you to my volunteers, staff, friends, and family for the million different things you gave to make this campaign a success. Thank you to our friends in labor, the Latino community, the LGBT community, the Massachusetts Women’s Political Caucus and all endorsing organizations.</p>
<p>Thank you for this honor.</p>

<p>On Tuesday November 2 we will elect a new State Auditor. There is aclear choice in the race for State Auditor.  Suzanne Bump has been a leader in both the public and private sectors and is the only candidate who has a vision for using the Auditor’s office to make real changes in state government and hold state agencies accountable for how they spend our hard-earned tax dollars.</p>
<p>We know Suzanne Bump will do these things as State Auditor because she has done them before.  As Secretary of Labor and as a State Representative Suzanne Bump has challenged the status quo, reformed state agencies, and gotten results that have saved taxpayers money and made government work better.  Now we need your help in electing Suzanne Bump this coming Tuesday!</p>
<p>The recession challenges us to watch every dollar we spend – that includes government.  By working smarter, government can save money and deliver better services.</p>
