State Auditor-Elect Suzanne Bump has said from the outset that the Office of the State Auditor, which has known one leadership team for 24 years, must be retooled in order to meet the challenges that face the Commonwealth today and in the years to come. She has established a transition team to assist in evaluating the existing priorities, structure and staffing of the Office and to recommend changes that will enhance the performance of the Office, and enable it to be a catalyst to help make state government work better. The transition team has 7 committees which will focus on: Government Performance; Health Care Costs; Municipal Government; Audit Operations; Transparency and Communications; Policy and Priorities; and Staffing and Professional Development. The following individuals have joined the transition team to date.

Committee on Staffing and Professional Development
The Office of the State Auditor must be structured, managed and staffed in a way that enables it to conduct first-rate audits of the finances and performance of the agencies, authorities and programs of state government; to provide timely reports and recommendations; and to work with other entities to implement those recommendations. In some key areas, the Office may need to have staff with specific knowledge and background in order to fully evaluate program performance. State Auditor-Elect Suzanne Bump has established a committee of her transition team that will evaluate and make recommendations about staffing and professional development of the Office. The committee will work closely with the other transition committees whose findings will inform the work of this committee. Additionally, the committee will review the report of a Peer Review which will be completed as quickly as possible after State Auditor-Elect Bump takes office.

The committee on Government Performance will be charged with evaluating the most effective ways to use the resources of the Office of the State Auditor, through performance audits and other tools in order to drive real change in policies and programs throughout the state agencies and authorities.

Committee on Health Care Costs
During her campaign, State Auditor-Elect Suzanne Bump identified health care costs as one of her first priorities, and laid out plans to expand on the important work that has been done by the Auditor’s office in reviewing Massachusetts’ health care spending and to be a catalyst for accountability and results. She has established, as part of her transition team, a committee on health care costs that will be charged with evaluating the existing capacity and resources within the Office of the State Auditor to conduct comprehensive audits of state health care spending and the performance of the programs and agencies that administer them, and develop sound recommendations for changes that will reduce costs and provide greater value to taxpayers and consumers.
